A Planning meeting of the above named Council, convened by the Chairman,
was held in the Community Centre, on Wednesday 15th December 2004. at 1900 hrs.
Present: Chairman Clr Findlay, Clrs Bannister, Arthan, Day, Parsons &
Brewer.
21.01 Apologies: Clrs Hircock, Hancock &
Venning.
21.02 Public participation: Jane Castling
asked that the meeting record her grateful thanks ,for their help with
regeneration, to the Parish Council and in particular Clrs Findlay, Bannister,
Arthan & Day.
21.03 Planning Applications to be considered:
2004/02582 Listed Building Consent for internal repairs following
flood damage, together with reinstatement of garden walls & gates. Valency
House, Boscastle Harbour. For Mrs J Castling. Clr Brewer proposed no objection,
seconded by Clr Arthan, all in favour. Resolved.
2004/02581 Listed Building Consent for internal and external repairs
following flood damage, together with reinstatement of garden walls. The Old
Manor House, Boscastle for Mr & Mrs Muffett. Clr Parsons proposed no objection,
subject to having continuous railings for the front boundary, seconded by Clr
Bannister, Five votes in favour & One against. Resolved.
2004/ 02645 Listed Building Consent for replacement /reorientation of
staircase to first floor, improve emergency escape route & rationalise first
floor layout. 6, Marine Terrace, Boscastle. For Mr M Towers & Miss D Chandler.
Clr Day proposed no objection, seconded by Clr Parsons, all in favour.
Resolved.
2004/ 02663 To carry out works to trees covered by Tree Preservation
Order. Namely removal of all sycamore trees within the area shown on map, in
association with flood defence improvements on River Jordan. Land adjacent to
Wellington Hotel, Boscastle, for the Environment Agency. Clr Parsons proposed no
objection, seconded by Clr Findlay, all in favour Resolved.
2004/ 02697 Increase the width of existing vehicular access in
boundary stone wall, demolition of single storey block built garage & erection
of double garage. Westerings, Boscastle, for Mr J A Wakelin. Clr Bannister
proposed no objection, subject to replacement of trees being removed, seconded
by Clr Brewer, all in favour Resolved.
2004/ 02750 & 02751 Full Planning & Listed Building Consent
respectively for formation of twin parking bay. Frogapits Cottage, Old Rd,
Boscastle, for Mr & Mrs R Soar. Clr Bannister proposed refusal on the grounds
that the distinctive character of the Old Rd would be lost by such development,
seconded by Clr Arthan, Four votes in favour of refusal & two votes against
refusal. Refused.

Planning Applications continued;
2004/02741
Erection of new garage workshop adjoining existing Filling Station kiosk.
Bottreaux Garage, Boscastle, for Mr F Bridge. Clr Findlay declared a non
predjudicial interest. Clr Parsons proposed refusal because in a Conservation
Area, the materials to be used & the roof line are not in keeping with the
existing slate roof, seconded by Clr Day, all in favour of refusal. Refused.
Decision
notices received: 2004/ 02046, 02105, 02125,
02148 & 02215 were all approved.
2004/ 01805 Certificate
of Lawful Use or Development for Pencarmel ( 5 Penally Terrace ) was refused.
Councillors instructed the Clerk to query this decision and determine the
criteria for approval. Clr Findlay will speak to the owners.
22.02 Code of Conduct/ Village Hall: Chairman
Clr Findlay explained the need for Dispensation of whole Council if a
planning application regarding the Village Hall was received. ( due to
councillors conflicting interests ). Letter Received by him from NCDC would be
answered in consultation with the Clerk.
